Parliament panel faults both judiciary & govt on judge vacancies

Since 2015, when the National Judicial Appointments Commission (NJAC) Act was held unconstitutional by the Supreme Court, the government and the SC have failed to reach a consensus on revision of the Memorandum of Procedure for appointment of judges to the SC and HCs.
